This project is part of Japan’s comprehensive space policy, a ten-year roadmap designed to accelerate progress in rocket and satellite technology, enhance space security, foster industrial innovation, and strengthen international partnerships.

In view of anticipated growth in future launch demand from private companies and local governments, spaceport development—including facilities for suborbital flights and other emerging transportation businesses—will be pursued. Necessary measures will be studied and implemented, taking into account the assurance of space system functionality, regional development, and the nurturing of private small-rocket businesses.

● Overview:
As part of the Basic Space Program’s implementation strategy, we have identified technologies that require focused research and development in three key areas: transportation, space utilization, and space science and exploration.

Acquiring foundational technologies that can be commonly and cost-effectively utilized in privately led rocket development and operations is essential. Important areas of development include technologies for standardizing interfaces between rockets and launch sites to accommodate multiple launch vehicles; technologies to enhance the accuracy of environmental predictions at launch (such as those related to weather, wind, and freezing layers along launch pads and flight paths); compact, portable, and low-cost telemetry technologies that are versatile and broadly applicable across multiple rockets; and cryogenic propellant control technologies enabling the safe and efficient storage, fueling, and discharge of cryogenic fuels.

HOSPO is a commercial spaceport open to all companies and organizations. Leveraging its ideal location for launches, this next generation launch site will accommodate a wide range of spacecrafts, from small to large, including reusable vehicles, and enable frequent, liable launch operations.

Technology & Partnerships

Standardization of Launch Pad Interfaces

To enable high-frequency launches, multiple rockets must be able to share the same launch pads with minimal hardware reconfiguration. This will be achieved by standardizing equipment, unifying specifications, and improving reliability to reduce maintenance frequency and maximize operational availability. Research and development efforts will focus on creating standardized connection systems for cryogenic fluids and high-pressure gases, as well as advancing designs that lower maintenance requirements.

For ground stations to be shared across multiple launch vehicles, it is essential to enable easy configuration changes without altering hardware while ensuring flexible placement options that can support diverse flight trajectories. To address this issue, we aim to develop a ground station that is mobile and can be equipped with a wireless data processing system to be developed using software radio technology.

Cryogenic Propellant Management

Developing cryogenic propellant systems that are common to multiple launch vehicles demands (i) adaptable systems that can accommodate each vehicle’s specific needs for storage, capacity, flow, temperature and pressure and (ii) scalable infrastructure that allows straightforward expansion or downsizing. To achieve adaptability and scalability, research and development efforts will focus on a unitized cryogenic propellant management system that consolidates functions such as storage, fueling/supply, pressurization, temperature regulation, and exhaust-gas handling into modular units for flexible deployment.

Weather Forecasting

High-frequency launch operations require (i) weather forecasting technologies that can deliver accurate predictions under all seasonal and environmental conditions and (ii) systems that ensure broad and proper accessibility for multiple operators. Leveraging emerging observation technologies such as drones and LiDAR, efforts will focus on enhancing the accuracy of weather prediction models essential for launches while simultaneously developing a platform that delivers integrated risk information reflecting meteorological constraints.

Foundational Research

To prepare launch sites for high-cadence operations, we will develop core technologies (e.g., flow instability prevention technologies and AI-driven systems for highly accurate propellant-usage forecasting) and methods (e.g., rapid cryogenic refueling and methods to reduce boil-off gas production) that shorten turnaround times and improve propellant efficiency.

About the Space Strategy Fund

The Space Strategy Fund was created to empower startups, private companies, and universities to pursue bold, long-term technology development projects. Guided by Japan’s Space Technology Strategy, which identifies priority technologies for Japan’s developmental support, the fund is committed to providing 1 trillion yen in support over the next 10 years. Its focus spans three core areas: space transportation, satellites, and exploration. A key performance goal is to achieve roughly 30 domestic launches per year, including both government and privately developed rockets, by early 2030s.

    By August 2025, SPACE COTAN had held the quarterly progress review meeting for the project, and Mr. Masayasu Ishida, Program Director (PD) of the Fund, visited HOSPO for an on-site inspection. Furthermore, SPACE COTAN had opened its Tokyo office.

PRIVACY POLICY

SPACE COTAN Co., Ltd. (hereinafter referred to as “the Company”) hereby establishes the following privacy policy (hereinafter referred to as “this Policy”) concerning the handling of users’ personal information in connection with the services provided on this website (hereinafter referred to as “the Services”).

Article 1: Personal Information

“Personal information” refers to personal information as defined in the Act on the Protection of Personal Information and means information related to a living individual, including details such as name, date of birth, address, telephone number, other contact information, and other descriptions that enable the identification of a specific individual. It also includes data concerning facial features, fingerprints, voiceprints, and the insurer number on a health insurance card, which by themselves, can be used to identify a specific individual (personally identifiable information).

Article 2: Methods of Collecting Personal Information

The Company may request personal information such as name, date of birth, address, telephone number, e-mail address, bank account number, credit card number, and driver’s license number when users register for the Service. Additionally, the Company may collect transaction records and payment information, including personal information, related to transactions between users and the Company’s partners (including, but not limited to, information providers, advertisers, and ad distribution platforms, hereinafter referred to as “Partners”).

Article 3: Purposes of Collecting and Using Personal Information

The purposes for which the Company collects and uses personal information are as follows.

  • To provide and operate the Company’s services
  • To respond to inquiries from users (including identity verification)
  • To send e-mails about new features, updates, campaigns, and the like for the services that users are using, as well as notifications about other services provided by the Company
  • To contact users as necessary for maintenance, important notices, and other communications
  • To identify users who violate the terms of use or attempt to use the service for fraudulent or unjust purposes, and to refuse their use of the service
  • To allow users to view, modify, or delete their registration information, and to view their usage status
  • To bill users for paid services
  • For purposes incidental to the above

Article 4: Changes to the Purposes of Using Personal Information

  • The Company may change the purposes of using personal information only if the new purposes are reasonably recognized as being related to the previous ones.
  • If the purposes are changed, the Company shall notify users by the method prescribed by the Company or shall publicly announce the changes on this website.

Article 5: Provision of Personal Information to Third Parties

  • The Company will not provide personal information to third parties without obtaining prior consent from users, except in the following cases, unless otherwise permitted by the Act on the Protection of Personal Information or other relevant laws.
  • When it is necessary to protect a person’s life, physical well-being, or property but it is difficult to obtain the person’s consent
  • When it is particularly necessary to improve public health or promote the sound development of children, but it is difficult to obtain the person’s consent
  • When it is necessary to cooperate with a government agency, local government, or an entrusted party to carry out duties as prescribed by law, but obtaining the person’s consent may interfere with the execution of such duties
  • When users have been notified of the following matters or when these matters have been publicly announced in advance, and when the Company has informed the Personal Information Protection Commission of such.
    • The inclusion of the provision of personal information to third parties as part of the purpose of use
    • The types of personal data to be provided to third parties
    • The means or methods of providing personal information to third parties
    • The cessation of the provision of personal information to third parties upon request from users
    • The procedure for accepting user requests to stop the provision of personal information to third parties
  • Notwithstanding the provisions of the preceding paragraph, the recipients of information in the following cases are not considered third parties.
  • When the Company outsources all or part of the handling of personal information to the extent necessary to achieve the purposes of use
  • When personal information is provided as a result of the succession of business due to a merger or for other reasons
  • When personal information is jointly used with a specific party, and the user has been notified in advance or placed in a situation where the user can easily become aware of that fact, along with the details of the personal information to be jointly used, the scope of the joint users, the purposes of use, and the name or title of the person responsible for managing the personal information

Article 6: Disclosure of Personal Information

  • When the Company is requested by a user to disclose their personal information, the Company will disclose the information to the user without delay. However, if the disclosure falls under any of the following circumstances, the Company might not disclose all or part of the information, and if the decision not to disclose is made, the Company will notify the user without delay. A fee of JPY 1,000 per request will be charged for the disclosure of personal information.
  • There’s a risk of harm to the life, physical well-being, property, or other rights and interests of the user or a third party
  • There’s a risk of significant interference with the proper operation of the Company’s business
  • The disclosure would violate laws or regulations
  • Notwithstanding the provisions of the preceding paragraph, the Company will not, in principle, disclose non-personal information such as browsing history and attribute information.

Article 7: Correction and Deletion of Personal Information

  • If a user’s personal information held by the Company is inaccurate, the user may request that the Company correct, add, or delete the information (hereinafter referred to as “correction, etc.”) through the procedures specified by the Company.
  • Upon determining that the request is warranted, the Company will promptly carry out the correction, etc.
  • The Company will notify the user without delay once the correction, etc., has been made, or if it has been decided not to make the correction, etc.

Article 8: Suspension or Deletion of Personal Information

  • If the Company receives a request from a user to suspend the use of their personal information or to delete that information (hereinafter referred to as “suspension of use, etc.”) due to the information being handled beyond the scope of its intended purposes or being obtained by improper means, the Company will promptly conduct the necessary investigation.
  • Based on the results of the investigation, if it is determined that the request is warranted, the Company will suspend the use of the personal information or will delete it without delay.
  • The Company will promptly notify the user once the suspension of use, etc., has been implemented, or if it has been decided not to implement the suspension of use, etc.
  • Notwithstanding the preceding two paragraphs, if the suspension of use, etc., involves excessive costs or is otherwise difficult, the Company will take alternative measures to protect the user’s rights and interests, provided such alternatives are available.

Article 9: Changes to the Privacy Policy

  • The content of this Policy may be changed without users being notified, except as otherwise provided by law or in this Policy.
  • Unless otherwise specified by the Company, the revised Privacy Policy shall take effect when posted on this website.

Information Security Policy

Article 1 (Purpose)

SPACE COTAN Co., Ltd. (hereinafter referred to as “the Company”) is committed to protecting its information assets from threats such as accidents, disasters, and crimes, and to maintaining the trust of society by implementing company-wide information security measures.
